ここで使われている 「reel from ～」は、ニュース英語で非常によく使われる表現です。
「reel from ～」の意味
手短に言いますと、「reel from ～」は「（打撃・ショック・悪影響などを受けて）大きな痛手を受ける、動揺する、苦しむ」という意味です。
もともと 「reel」 は「ふらつく」「よろめく」「ぐらつく」という意味の動詞で、「reel from + （悪い出来事）」というフレーズは「〜でふらつく」「〜でよろめく」「〜でぐらつく」という意味になりますが、ニュースではもっと比喩的に使われます。例えば「～の影響で大きな打撃を受けている」「〜の影響で混乱している」「〜の影響で立ち直れていない」「〜の影響で苦しんでいる」というような意味になります。
