「With N Ving」（With+名詞+動詞ing）
まず「With N Ving」という構造が含まれる文を1つ見てみましょう。この構造の部分に下線を入れます。また、原文の下に和訳を添えます。

これを分かりやすくするために、この構造を主節から独立させて、主語と述語からなる文に書き換えてみます。先ほどの文にあった「with a report suggesting…」は、「A report suggested …」と書き換えが可能です。そうすると下のようになります。

仮に、自分がこの英文記事を書く立場にあったらどのように書くだろうかということを考えてみます。上の書き換えのように、2つの文として書いても良いのかもしれませんが、そうすると、「A report suggested」で始まる文とその前の文とのつながりがスムーズではないように感じられます。
先ほど確認したように、「A report suggested」以下は、その前の文の理由・詳細情報なので、何らかの方法で、前の文につなげたいと思うかもしれません。このつなげる方法の1つが、「With N Ving」です。
こういう観点から、「With N Ving」という構造を含む文を読むと、読みやすくなると思います。
