「英語のニュースを読むコツ」シリーズにようこそ。今回はニュース英語の頻出表現の一つである「authorities」を考えます。
意味
英語のニュース記事では、よく使われる表現があり、頻出表現の使われ方や意味や役割を分かっておくと、ニュース英語が読みやすくなります。今回の表現「authorities」は、一般的に、特定の管轄区域や地域内で決定権を持つ人々や組織、あるいは特定の責任範囲を持つ人々や組織を指します。また、国際機関を指す場合もあります。この表現に相当する日本語表現は大抵の場合「当局」や［当局者」です。
これは、英語のニュース記事で非常に頻繁に使われる表現です。なぜなら、「authorities」はジャーナリズムにおいて汎用性の高い言葉だからです。公的機関や、権力のある立場にある人たちを、特定の部署や人物をいちいち列挙しなくても、簡潔に表現することができるためです。実際に何を指すのか、だれを指すのかということは、通常、ニュース記事の文脈から明らかです。
一般的な文脈の例をいくつかご紹介します。
法執行機関：地方警察、国家警察、または専門警察部隊といった警察関係機関。訴訟を担当する検察機関。刑務所当局のような刑務所または矯正サービス機関。裁判所などの法制度関係機関などです。
政府及び政府機関：これは国や地方といった政府の機関や部局、または政府から権限の一部を付与された一定の組織などの機関を指します。具体的には、例えば市当局、州当局、連邦当局などの国家もしくは国土の一部を統治する国や地方の政府、及び保健当局、教育当局、税務当局、交通当局といった特定の政府部門や、さらに、金融規制当局のように、特定の産業や活動を監督する権限を与えられた組織も含まれます。
国際機関：国連、世界貿易機関（WTO）、欧州連合（EU）などの国や地域の境界を越えて活動する組織が公的な立場で、特に規制、勧告、執行といった役割を担っている場合に「authorities」という表現が使われることがあります。

The latest Instagram post, which appears to have been published Wednesday, shows a man standing in front of a blue car who says he is “#AntoineMassey” and has the same distinctive facial tattoos. Massey faces kidnapping and rape charges. Authorities are not sure when or where the photo reportedly showing Massey was taken. A man in Boston was arrested after grabbing a gun from a police officer outside a hospital and shooting himself, prompting a large emergency response, authorities said Tuesday. The man’s injury appeared to be non-life-threatening. The officer “was approached by someone who appeared to be suffering from some sort of mental health issue,” Boston Police Commissioner Michael Cox told reporters. He said the man was able to get a hold of the officer’s firearm, and discharged at least one round. The man was taken to the hospital for treatment, Cox said. Authorities didn’t release his name. Federal authorities said Tuesday that they have indicted the top two leaders of a Mexican drug trafficking organization and are offering substantial rewards for information leading to their capture.
