「英語のニュースを読むコツ」シリーズにようこそ。今回は、「under scrutiny」、「under the microscope」、「under investigation」という3つの類似表現に注目します。これら3つのフレーズは、いずれも何かが注意深く調べられていることを表し、意味が重なりますが、ニュアンス、フォーマルさ、そして一般的な使い方において若干の違いがあります。
3つの表現の違い
１つずつ文脈やニュアンスを見ていきましょう。
Under Scrutiny（精査されている）
「Under scrutiny」（精査されている）は、世間、メディア、あるいは規制当局などによる綿密で批判的な調査・検証の対象になっていること指します。個人や組織の行動・決定・態度が評価されたり分析されたりしていることを意味します。また、この表現は、強い社会的・専門的関心を示唆し、その結果は肯定的にも否定的にもなり得ます。例えば、政治家の投票記録が有権者によって精査される（under scrutiny）ことがありますし、会社の安全基準が、事故後に厳しい精査を受け（under scrutiny）たり、政治家の支出がメディアの厳しい目にさらされ（under scrutiny）たりします。
- 意味：注意深く調べられたり、厳しく見られたり、監視されたり、批判的に見られている状態。
- ニュアンス：中立〜やや否定的。必ずしも不正を意味しないが、注目を浴びている。
- 使われ方：政治、メディア、世間の関心事。
Under the Microscope（詳細に調べられている）
「Under the microscope」は、非常に詳細で、綿密な、正確な調査を表します。この表現は、顕微鏡に由来する比喩であり、細部に至るまで見逃さない検査を説明するためによく使われます。これは、財務記録、企業のビジネス慣行、または科学的な現象などに適用されることが多い表現で、公的な批判や判断ではなく、調査のきめ細かさを強調します。例えば、監査中に会社の会計慣行が詳細に調べられる（under the microscope）ことがあります。また、スキャンダルが報道された後、その中心人物のあらゆる行動が顕微鏡にかけられるように細かく調べられる（under the microscope）こともありますし、チームが敗北した後、監督の戦略が徹底的に検証される（under the microscope）こともあります。

「Under investigation」は、法執行機関、政府機関、または企業の内部倫理委員会などの公的機関による、正式で組織的な照会や調査を意味します。このフレーズは、不正行為や規則違反の可能性が強いことを暗示しており、調査の目的は事実を収集し、違反があったかどうかを判断することです。調査の結果は、公式な報告書、有罪または無罪の判決、またはさらなる行動への勧告となることがよくあります。犯罪の疑いがある人物は、警察の捜査を受けている（under investigation）状態です。脱税の疑いで捜査を受けている（under investigation）会社についての報道もあれば、警察によって調査中（under investigation）の事件のニュースも頻繁にありますね。
- 意味：公的機関（警察、規制当局、内部監査など）による正式な調査が行われている。
- ニュアンス：最もフォーマルで、法的・手続き的。強く「不正の疑い」を含む。
- 使われ方：法律・企業・警察関連。
