この「declined to comment」という表現は、前回の記事でご紹介した「パターン５」とよく似た意味を表し、「コメントを控えた」、「コメントを避けた」、「コメント要請に応じなかった」等と、和訳することができます。
報道機関は公平性、透明性、中立性を担保するために、報じようとしているニュース記事に含まれている当事者や関係者、組織、機関等に対し、コメントや返答を求め、「当人の声を含める」努力をします。偏見に基づいた一方的な報道をしているのではないということを明確にし、同時に報道内容を可能な限り正確にするためです。しかし、そういった要請に応じず、当事者がコメントを控える場合もあります。そういうときに、今回取り上げている表現が使われます。
